CDU demands more transparency: Revolution planned in the city council!

Linz, Österreich - On June 26, the city council meets, and the agenda is on the agenda, an application from the CDU parliamentary group, which aims to increase the transparency of the administrative processes. You know that: the administrative templates are often so complex that you hardly see through as a citizen. Therefore, the administration should now add an introductory summary. This should not only represent the essential content and goals, but also explain central decision -making questions as well as financial and strategic effects. An example of the need for this measure is the feasibility study on the “XSPACE” project at the German X-ray Museum (DRM).

The plans for the cultivation to the DRM aim to create an innovative place for immersive education, science and digital culture. The originally planned classic building was rejected due to insufficient funding opportunities. Instead, the new concept is based on international role models such as the Deepspace 8K and Medspace. These modern approaches are intended to significantly improve knowledge transfer, in particular through 3D-based technologies that enable virtual anatomy lectures, for example.

The XSpace project

The feasibility study has already confirmed that the project can be feasible in principle. The results brought there show that positive votes with urban planning and monument conservation took place. In addition, a modern, expressive architecture concept is recommended, which means that new things should also be created. Funding is of course a central topic. The goal of reducing your own urban funds is to reduce your own urban funds to a maximum of 20 % of the planned investment costs of around 12 million euros. To achieve this, funding should be acquired. It is hoped for a funding rate of at least 80 %.

In order to put these ambitious plans into practice, the administrative board provides for further steps. This includes the identification of suitable funding programs and the creation of a detailed cost and financial plan. The planning of the building is also in the VGV process, which includes an external project management. In addition, an profitability and operating concept is being developed to meet the annual operating and follow-up costs of around 350,000 euros.

municipal decision -making processes under the magnifying glass

But the discussion about improving transparency in the municipal decision -making processes also reflects a deeper problem. According to an examination by Jörg Bogumil, the political control skills have not changed noticeably. Among other things, this could be due to misinterpretations of political logic of action. These findings are particularly important because they show that attempts to modernize local administration often encounter resistance.

In addition, studies on liberalization and privatization in German municipalities examine that the influence of councilors and mayors is often limited - a fact that is also reflected in the overall effect of citizens 'petitions and citizens' decisions. Research has shown that the political participation of the citizens does not bring the desired effect to significantly reduce the gap between the decision -makers and the citizens.

So we are excited to see how the council meeting will develop on June 26th. The planning for the XSPACE project could certainly play an important role in the municipal decision-making processes because they not only shape innovative approaches, but also underline the urgent need for transparency in the administration. A discussion that affects us all.
