The aim is to develop a new strategic paper for the period from 2026 to 2031. Mayor Klaus Wahlmüller emphasizes how important this process is for the future of the community and that all relevant actors are brought on board.

The first strategy process, which came to an end in 2020, has established itself as a non -partisan orientation for politics and administration. The result was a long -term development strategy by 2025, which demonstrated the sustainable benefits of the strategic approach. According to the entire evaluation at the end of 2024, 134 of 172 measures have already been successfully completed and 23 measures are implemented. This enabled 87.4 percent of the goals to be achieved.

An essential instrument for controlling the strategy implementation was the balanced scorecard (BSC). This method, developed by Robert S. Kaplan and David P. Norton, helps to convert strategic goals into measurable parameters and to link the financial perspectives with non-monetary areas such as customers, processes and employees. However, there are also critical voices that the BSC call the "number cemetery" if it is not used correctly. The final decision on the new strategy papers will take place in the fourth quarter of 2025 by the local council. It will be interesting to see which impulses will set the new strategy for the development of the municipality of Hörsching. The path seems promising, with a committed community that actively participates in the future design.
