Carinthia discusses: modern solutions for human rights and security!
As part of today's security summit in the Carinthian state government, representatives of politics, authorities and specialist departments have gathered to discuss pressing security issues. Governor Peter Kaiser (SPÖ) and his deputy Martin Gruber (ÖVP) focused on and opened the meeting with a clear focus on the need to modernize the European Convention on Human Rights (ECHR). 5min.at reports that Peter Kaiser has emphasized that the ECHR has hardly been adapted since its introduction and therefore needs a fundamental review. This is particularly important to have factual discussions about migration and human rights.
In this conference, Andreas Schlegel from the Federal Government crisis security office also presented the newly introduced Federal Crisis Security Act (B-KSG) via online circuit, which has been in force since January 1, 2024. This law is intended to secure state resilience and coordination in crisis situations. It includes essential regulations on crisis provision, coping with it as well as information obligations of the decision -makers. The National Council has confirmed this initiative and thus underlines the efforts to prepare for new threats, including the challenges of artificial intelligence and manipulative social media. The debate platform was not only about national security issues, but also about the current challenges in refugee policy. According to the information of the Foundation for Human Rights , refugees may only be deported to safe areas in which their lives or freedom is not endangered. This moral and legal obligation is taken seriously by the politicians at the security summit. In their speeches, Kaiser and Gruber emphasized the need to adapt the ECHR accordingly to the changed framework conditions.
A central concern, according to Kaiser, is the monitoring of messaging services to prevent terrorism. Martin Gruber spoke of the challenge of bringing security measures into harmony with human rights and called for an open discussion about these topics.

Another point of the summit was the farewell of Otmar Roschitz, which after many years at the head of the Federal Employment Agency for Supervision and Support services (BBU). Kaiser thanked Roschitz for his committed work in the asylum system, without whose use the current debate might have been completely different.
Overall, today's security summit reflects the complexity of the challenges that Austria is facing today. The combination of security and human rights must be constantly reconsidered in order to guarantee both the protection of citizens and the rights of migrants.
